Biography
Costa Rican educator and politician. He came from a family of very humble origins and from young incipient played for Costa Rican Communist Party. He worked as an elementary school teacher until he was fired along with all communist educators for management education minister Teodoro Picado Michalski who was considered a supporter of European fascism. After losing his position as professor Segura was elected municipal councilor of Heredia for the "Workers and Peasants Bloc" was the public name that used the Communist Party of Costa Rica to avoid persecution. He promoted several social reforms including the creation of the Union of Municipal Workers. After the civil war in Costa Rica in 1948 he was jailed along with many other members of the Communist Party in the Central Prison as part of a campaign of repression by the government of the Foundation Board of the Second Republic led by the then de facto ruler Jose Figueres Ferrer . In prison Segura was elected general secretary of the Communist Party.
He died in 1996.
