Biography
Peruvian economist who served as Minister of Agriculture and Irrigation from 24 February 2014 to 28 July 2016 during the government of president Ollanta Humala. As an economist by profession he specializes in public investment and rural development issues. He has also been a consultant for governments and international organizations, such as the Inter-American Development Bank and the World Bank, as well as for the United Nations Development Program (UNDP).
